Should district 5 election be classified as a special election ?

Reply from the city, no it is scheduled to complete the remainder of a 4 year term since Mayor Hall was appointed after Wolcott resigned.  David Sanders was selected y Council to fill the vacancy.

I believe that because they had to have an off year election for this district, it was a special election.
