Rule 2. Comply with the Law Members will comply with the laws of the nation, the State of Arizona, and the City of Surprise in the performance of their public duties. Staggered elections. At the 2016 city council election, the mayor and one council member from each of the following districts will be elected: District 2, District 3, and District 4. At the 2018 city council election, one council member from each of the following districts will be elected: District 1, District 5, and District 6. Thereafter, the election for municipal office will be held during the final year of the term of office of the then-incumbent council member. The mayor of the city shall be directly elected at large by all of the qualified electors of the city.
