The Surprise Police Department’s Citizens Patrol is one of the premier volunteer programs in the nation. Besides patrolling the streets and assisting at crime scenes, the Citizens Patrol assists the police by participating in programs such as Vacation Watch, We Care, vehicle impounds, sex offender notifications and many more.

Surprise Police Chief Michael Frazier sat on the steering committee for the project, produced by Arizona State University’s Cronkite School student journalists, and believes it is critical that this message about heroin gets out.
“In October 2014, the Centers for Disease Control and Prevention reported that, nationally, heroin overdose deaths doubled between 2010 and 2012,” says Chief Frazier. “In Arizona, there were 90 heroin overdose deaths in 2012; in 2013, there were 130- a 45 percent increase.”
