Discussion, consideration and action on Resolution #07-58, a resolution adopting the tentative expenditure limitation budget for fiscal year 2007-2008 in the amount of $452,079,100 and setting the date of the public hearing on the final budget to be June 14th, 2007.
Why did the budget manager Jared Askelson present this to the Council instead of his boss, Budget Director Michael Schrock Jr.?
Michael Schrock Jr. later presented a $750,000.00 item to the Council for approval.
Maybe the budget was to large for Mr. Schrock if there were questions.
End Game 6/02/07
To the end Mayor Shafer continues to act as if the City of Surprise is her child, with the actions of the Council the other night (retirement) this child will take care of her in her old age.
In her endorsement of Cliff Elkins she said, I have found someone whom will take care of the City like I did.
Arizona Republic Lyn Truitt
The Arizona Republic had an article June 1, 2007 Entitled
Opening salvos fired in Surprise mayor’s race.
What is happening in our city government when Lyn Truitt who I think, being the Chairman of the Planning and Zoning Board is the most powerful non-elected official for the City of Surprise confronting the very people who put him in office.
The article said that Chairman Lyn Truitt described the council proceedings with one word: chaos.
That councilmembers including the mayor said that Lyn Truitt would say anything in election-year politics. If they truly believe this they should remove him from the Planning and Zoning Board, which they can do very easily.
With-out going into the article in it’s entirety I would have thought that Lyn Truitt knew that this council had no ethics or accountability, acting as if they were in their own candy store.

Isn’t it scary that when Cliff Elkins was on the City Council and we wanted to address issues we were referred to as Cave People?
He must believe that we are the unwashed masses as the Council has referred us to in the past, because now that he is running to be the Mayor of Surprise, he has a web site asking for our opinion on issues.
On his web site he should have a poll on his performance while in office voting for everything that the citizens of Surprise were against.
Can a person of this character be trusted?

What has happened? Receiving the Surprise Today was a complete shock. They have finally appeared to have come to their senses in allowing letters and comments of concerned citizens to appear in their paper again.
What I found missing was no reporting on the City Council’S inappropriate actions taken by them in their May 24th meeting, you would have thought this would have been a big issue in their (Our View).
They now need a good investigative reporter that has the resoures that they can verify and report the legality of how our City Government is operating.
The reson this web site was developed was the lack of local news of our city government that was not favorable to the City.
Mistakes 6/06/07
We all make mistakes and I will admit the biggest mistake I made was when I did not follow through with the Re-call of Councilman Johnson.
I was completely wrong, thinking that he might be replaced with some one worse. Listening to the remarks made by Councilman Johnson I don’t think that would have been possible.
Where else except in Surprise are the citizen’s verbally abused by their elected representatives?
In the State of Arizona you can recall any elected official with-out cause and in the case of Johnson you do not have to live in his district.
If the S.O.S group or Save Our Surprise were sincere in saving Surprise where are they now?
City Council Circus 6/06/07
Bring out the peanuts and cotton candy: the circus officially arrived at City Hall in Surprise, recently. I could not believe my ears as I heard madam mayor second the motion, vote in favor of the retroactive retirement fund for herself, and also announce her resignation at the same meeting. This looks bad, really bad.
She is not alone in her grasp for greed. My district representative Danny Arismendez, lashed out at the public speakers as the city attorney / referee tried to bring order to the unruly bunch. Joe Johnson was just as unruly, as he went on about how offended he is. Well, Mr. Johnson, the taxpayers are offended, too.
If you get a chance, watch the reruns of the council meeting on Cox channel 11. You will get quite a show as you witness the inappropriate behavior of the performers, as they hurl insults and demean others. The attorney / referee certainly had his hands full as he tried to bring some order to the circus.
Robert’s Rules of Order were definitely replaced by Barnum and Bailey’s rules of order at that council meeting. Donna Weekley
Before our eye’s 6/o7/07
I developed this web site in the hope that by bringing to you, the news of how our city government worked we would have a better understanding and relationship with our elected representative’s.
It is unthinkable what is happening and taking place right before our eye’s. Being verbally abused by our elected officials.
Unless we unite together as a group to clean up this Council or as some call it a circus and the management of the City of Surprise they will all be laughing at our expense on the way to the bank.

What took place to-night at the council meeting and the coming week’s to come could cost the City of Surprise lotsa money.
Mr. Jim Rumpeltes showed all of us tonight how this council operated behind the scenes. A few of us already knew this was taking place. Mr. Rumpeltes has made serious accusations against our council members, I will try to find out if he has filed any complaints with the city attorney or attorney general.
City Out of Control 6/15/07
It appears that the City of Surprise is out of control. With the accusations made last night by the city manager you would have thought that they may have shut the meeting off. If the mayor knew of these charges and took no action, the council, manager or city attorney took no action, what happens now.
Will the state take charge of the City of Surprise?
The $64 question, did he wait until his new contract was signed? He told the councilmembers off and by not resigning, they will have to pay big bucks to get rid of him.
A thought 6/17/07
By their actions and words the Surprise Council apparently wants continuity in their control of the city coffers.
A city law may have been broken when Mayor Shafer indorsed Cliff Elkins in the council chambers; it may have been broad-casted over T.V. Channel XI. Later Doc Sullivan said that Cliff Elkins would make a good Mayor without any specifics.
This all makes sense with what the City Manager said at the June 14th meeting.

Allegations 6/21/07
With the turmoil taking place in the City of Surprise what happens now? City Manager Jim Rumpeltes as a professional should have known if the allegations that he made against the city council were criminal or not. The possibility that they were, he should have gone to the authorities so that they could avoid the possibility of the he said, she said, scenario. Because the City Attorney is the attorney for the city council, you would have thought by now he would have made a statement in defense of the members accused.
