Good morning Jim
Hope that you and your family had a Merry Christmas and a happy New Year.
I would like to address a few of my concerns about the Services Agreement between the City of Surprise, Miryam Gutier-Brown and Marianne J. Archibald.
- As these consultants are hired as private contractors will they be required to have prove of insurance and a business license?
- Is Ms. Archibald being hired as a consultant or as a Director of a department (Cultural) that I don’t believe we have, as a Director wouldn’t she have to be an employee?
- In Ms. Archibald contract paragraph 1. She is to serve, as Creative Surprise cultural liaison to all city departments, boards, commission and the community but it does not specify with whom.
- In Ms. Gutier-Brown’s contract it does not appear as if she is working independently, especially if we are furnishing an office for her.
- The local newspapers are saying that these two positions are part time, if so this should be more clearly defined in their contract with an hourly rate for services rendered.
Who is Ms. Archibald accountable to and will we receive reports on her progress?
Would these contracts past muster with Federal and IRS guidelines, when making employees private contractors?
