Happy Trails Resort
The city council for Surprise, Az on March 26, 09 took action creating a new Pad for what is known as Happy Trails. This action was taken because the city claimed that when Happy Trails was annexed, Maricopa County lost the Pad that was in place at the time.
Maricopa County records show that at the time of the annexation the property was zoned Rural 43. Unlike many of the cities (including Surprise) Maricopa County does not have Pad zoning.
If the City of Surprise did not have a Pad for The happy Trails Resort, how were they able to take action on a Final Plat Amendment in the year 2001.
