Does anyone know if Councilman Mike Woodward is a conservative?
After reviewing the 2010 budget a number of times I believe it was a bonanza to have elected a budget guru in Mike Woodard.Being a Council Member Mike can now call for workshop’s, where the Council Members can be better versed in what’s in the budget. It is hard for me to know if Councilman Richard Alton is expressing his own belief’s or is his rhetoric for his contingency in District 2.
It was not my intention to offend anyone by my choice of words.

Outsider definition
outsider (o̵ut′sīd′?r, o̵ut′sīd′ər)
noun: 1.one not a member of or in sympathy with a given group.
With the close relationship that I have with the residents of the Original Town Site, I will defend them to the best of my ability that was why I chose to represent them as their councilman.
Changes, yes by taking a farming community and developing it into a city we created a displaced population.
Many of the residents of the O.T.S., became service employees, which were needed and kept their wages in Surprise.
Because of the residents in the original town site, the City of Surprise receives approximately $400,000 each year in grant money that we would not receive otherwise.

The animosity shown against the original town site is spooky and has been displayed to a certain extent since outsiders started moving in; lately it has become intently vicious.
Between 1970 to 2001 when I lived there, I always had a water bill to pay, when we installed the sewer system that also had to be paid by the residents who paid the bill without any complaints.
With new management, employee’s not living in the city who knows what happened in the last ten years, you can’t look down on the residents for the mistakes made by management and staff.
Mayor Lyn Truitt
The Surprise City Council for his remarks should censure Mayor Lyn Truitt.Maybe better yet, they should ask for his resignation.

“No one is trying to neuter you,” Wolcott said.

Because we are laying off employees and cutting service’s I addressed the City Council about this money.Understanding that Councilman Mike Woodward wants to make a difference and is a guru on budgets, he should look into the 2010 Budget. Because I believe there is something hay wire, having over $31 Million in an unallocated contingency fund. Where did this money come from?
In the 2009 budget it appears that in the contingency fund, there was $425,300, which makes sense.
$30 Million sham, because this money was for unallocated expenditures and needs the approval of the Mayor and Council pursuant to a budget transfer, my perception is that this is a cover-up for their candy store.
