strong mayor
This is happening in Tucson today
Excerpts from
Rhonda Bodfield Arizona Daily Star Sunday, February 21, 2010 12:00 am
With the city rocked by perceptions that it’s badly run and unresponsive, there’s a move under way to ask Tucsonans if they want a strong-mayor form of government.
And it’s attracting surprising allies, including the head of the county Democratic Party and a local Tea Party organizer.
Under that system, the mayor would operate in much the same way a governor does. Since you wouldn’t expect Barack Obama to implement a vision with George W. Bush appointees, the mayor would appoint department directors and propose a city budget.
The mayor would also have some form of veto authority. Currently, while the mayor ostensibly has a bully pulpit, he’s just one vote of seven. And he has no say at all in firing the city manager, who acts as the city’s chief executive.
While some say the problem is with the current personalities, others believe it’s the structure itself that prevents the incumbents from being fully effective.
It’s “just anti-democratic” that voters have no say in the person who actually runs day-to-day operations.
Tea Party organizer Trent Humphries contends the existing system is “why this city is so dysfunctional.”
Don’t look for guidance from Tucson mayors.
Tom Volgy, a former Democratic mayor who teaches political science at the University of Arizona, said he’s all for it. “It’s the equivalent of voting for president and then separately for Congress. We would never allow Congress to pick our president, but we allow a council to pick the most powerful person in the city.”
He said the big worry he’s heard is that voters will elect a mayor without the qualifications to run the city. “But that doesn’t make much sense if you’ll then trust the public to elect a City Council who then appoint a city manager

Surprise AZ (March 26, 2010) The Surprise City Council approved a resolution Thursday night, officially objecting to a private company’s plans to build a new asphalt plant, in the Agua Fria riverbed, near the city’s Coyote Lakes neighborhood.
LaFarge North America, which crushes rocks for concrete, asphalt, and other construction products, has applied to the Maricopa County Air Quality Department for a permit to build and operate an asphalt plant at 11500 W. Beardsley Road. Public meetings, recently held by the county, attracted large crowds of Surprise and neighboring community residents opposed to the proposed plant, citing health and safety concerns, through the addition of another gravel plant in the area and the emissions from extra diesel truck traffic.
The county will hold the next public hearing on this issue on Thursday, April 29, at 10 a.m. The location is Ventana Lakes Yacht Club, 20015 N. 108th Avenue, Sun City, AZ., 85373. The proposed LaFarge plant would be located within two miles of other asphalt plants, five concrete batch plants and two crushing/screening plants.
The council-adopted resolution also warned of negative health impacts and also states, “The City believes this plant is not in the best interest of the citizens of Surprise and that once all factors are considered, the proposed asphalt plant will not be in compliance with the existing regulations and should not receive a permit from the Maricopa County Air Quality Department.”
The council resolution follows and supports a letter sent March 4, 2010, from the City Manager’s office to the Maricopa County Air Quality Department objecting to LaFarge’s permit request.
Surprise, AZ (March 26, 2010) Two elementary schools in the Nadaburg Unified School District are joining the City of Surprise in promoting Census 2010 participation.
Students at Nadaburg Elementary and Desert Oasis Elementary are competing for a karaoke machine for their school. Here’s how the competition works: students fill out mock census forms, tear off an entry portion and enter them into the competition. The school that submits the most entries wins the karaoke machine.
The goal of the competition is to educate students on the Census and encourage them to take that message home to their parents, so that they will fill out and return their forms to ensure an accurate population count for Surprise.
The karaoke machine was donated by Cool Blew owner Bob Proctor in support of the city’s Census 2010 Complete Count Committee’s mission in promoting the Census.
Each Surprise resident counted by the Census equals $1,300 in federal funding to support local transportation, school and medical facility needs. Learn more at www.surpriseaz.com/Census2010.

Getting darker
Craig said on newszap
Unfortunately for the average citizen, we do not have the perspective to pass judgment on the firing of the city manager. We will only be able to draw our conclusions from what comes next. If the public does not see positive results in a rather short amount of time, the perception will not be favorable.
My responce
unfortunately if we the citizens of Surprise, AZ cannot make a judgment on the firing of our City Manager, I would have to presume that Mayor Lyn Truitt and Council, instead of giving us the transparency which they keep implying, has kept us in the dark. This is the same Mayor who wanted us to vote, giving him a blank check of approx. $300Million.
City Manager of Surprise, Az
This news organization wishes the best for Randy Oliver tonight, as the City of Surprise acts as a loose cannon at times.
