City Charter

Mayor Lyn Truitt or the newly elected Council members John Longabaugh, Richard Alton, John Williams or Skip Hall apparently do not want to discuss forming a charter for the City of Surprise, is it because they would have to conform to the wish’s of it’s citizens? Councilman Joe Johnson has never addressed this issue to my knowledge.

The advantages to adopting a charter are many, but perhaps the most important single advantage is that it allows a city to pause and evaluate, in depth, its present operations. On the basis of these evaluations, the city can create by charter the form of government that will best serve its particular needs. This is an important advantage, for no two cities are culturally, socially or structurally alike. The city charter can accommodate this individual uniqueness.

All ordinances previously enacted which are in conflict with the

newly adopted charter are automatically repealed or suspended.

Charter

Forming a Charter is like adopting a constitution setting out the governing rules or procedures for the City. When a Charter which is like a constitution is approved by the citizens all or any changes to the Charter must be by the vote of the citizens, not by the whims of the City Council.

A Charter will give the City of Surprise the means to meet the demands of our growing City under our own constitution rather then what the State dictates.

Will Mayor Lyn Truitt, Vice-Mayor Roy Villanueva, Council members Longabaugh, Skip Hall, Richard Alton, Joe Johnson and John Williams work to-wards having a Charter?

Working towards a Charter

Because of our growth and the large amount of money we have, we must have guide lines that the City Council must abide by.

The way it now stands the Council can do whatever they want, the only way to stop them is with a charter that is formed and voted in by the citizen’s of Surprise.

Please vote in the new poll whether or not you believe we should have a charter.
