‘As a person who seems to be in the know of the comings and goings in Surprise, I have a few questions for you.

I, along with a very large number of Surprise parents, are extremely concerned with the way the Recreation Center runs the youth sports programs.

What can we do about this? I understand that the people that work for the Rec center are paid by our taxes. If so, why do we not have a say in the way things are run? The parents that I have been in contact with did not sign their kids up for play dates. They signed them up for sports activities. Some parents were actually told, “If you do not like they way things are done, go someplace else”.

It seems to us that a small group of people are running this into their own little playground.

Did you hear of the slogan, “Shop in Surprise”? Why then are all the uniforms and trophies made by companies outside of this city when there have been numerous attempts by local businesses to secure a bid.

There is a lot of problems with the people who run the Recreation Center and we are at a loss of what to do.

Any suggestions would be helpful. Thanking you in advance

Charles

‘Have you heard of the Liberty League International?  I noticed a roadside sign along Cotton Lane and W. Bell Rd offering a CEO income from home.  I called the phone on the sign and was called back by a person named Jennie Miller.  She told me to go to the website www.libertyleague.com. From there I noticed many complaints on the link from the Scottsdale area.  This appears to be a pyramid scheme…..do you know if the busienss is legal or not?  If it sounds too good to be true I am always under the impression it is.  Please advise….. ‘

Thank you Councilman Alton for taking seriously the assignment issued to you by the council, to perform an audit of the travel policy and procedures. In January of 2007, I conducted an audit of the Reno trip taken by some members of the council. I found the same discrepencies and abuses as you did and those reported by Tony Lombardo. I first took my concerns to the council member involved and was assured that re-imbursement would be made, after a reasonable amount of time and re-imbursement was not made, I took my concerns to a higher level and finally to a local newspaper. Finally after a year and a half and additional abuses being made the taxpayers have been made whole.

Unfortunately the abuses reported are not the only ones, I am aware of other audits conducted by competent private citizens, which I have reviewed, these audits indicate that additional abuses have cost the citizens a significant amount of funds. These abuses were not by members of the current council and not by all members of the previous council. Howeve this council has the opportunity to close the existing loopholes that allowed the abuses to occur.

Councilman Alton brought forth early this year some proposed changes in the travel policy and the council tabeled those proposals indefinetly and assigned him the task of auditing the council travel account prior to bringing it back. Well, he has and it indeed appears that changes need to be made. I can only assume it was pressure by Councilman Alton and the city legal dept. that finally brought about the re-imbursement first promised in January 2007.

What a cheap shot former Councilman Arizmendez made regarding Councilman Alton, but not an unfamilar one.

I hope this council will bring the tabled proposals back to the table at their next regularly scheduled meeting, and close these loopholes and leaks as part of a New Day for Surprise.

Surprise City Councilman Richard Alton will call for an audit of all city policies at Thursday’s council meeting.

Alton, who won the District 2 seat in November, said it is necessary to remove inconsistencies or vague language from city guidelines, especially with this month’s seating of three new council members and a new mayor.

“Just in case there happens to be any holes in the reporting procedure of expenses and the reimbursement of those expenses, I would like to know - and I believe the council, on behalf of the citizens, would like to know,” he said.

His hope is that the rest of the council will agree and direct staff to draw up plans to hire an independent agency to perform the audit. Alton said he did not know how much an audit could cost.

The councilman said topics of interest could include expense reports, auto and reimbursement policies and use of credit cards - all areas Surprise City Council has faced criticism for in the past. He also said he hopes an audit will align policies for both elected officials and staff, with no special exceptions.

Even without an audit, Alton said he has his own ideas on how to improve city policies. He said he would like to see an official expense report form required for both staff and council. He also suggested the City Council again receive city-issued credit cards, but with a limit of about $500 to $1,000 a month, allowing for small expenditures and items like meal purchases when entertaining relocation prospects.

“We are really gung ho about bringing business in here and getting a good image for the city,” Alton said. “It doesn’t cost a lot to do that.”

In September, the previous City Council eliminated council discretionary funds amid a public outcry over how the money was being spent.

Status Quo

ESTABLISMENT

I don’t have be hit over the head to know that if you’re not part of the establishment that it is almost impossible to change the way we are governed.

After the election that was held in the City of Surprise it is quite clear why the major paper in Arizona supported the candidates that they did, they wanted no change, wanting us to remain status quo. This is American politics at it’s worse. This is why they were instrumental in my recall and did not want me to be elected as the Mayor of Surprise.

American Dollar

Do we want government spending our money?

Does anyone know what a billion dollars is?

A billion seconds ago it was 1959.

A billion minute’s ago Jesus was alive.

A billion hour’s ago our ancestors were living in the Stone Age.

A billion day’s ago no one walked on the earth on two feet.

A billion dollars ago was only 8 hour’s and 20 minutes, at the rate our government is spending it.

None of the taxes we now pay existed 100 years ago, and our nation was the most prosperous in the world. We had absolutely no national debt, had the largest middle class in the world, and mom stayed home to raise the kids.

Why is it I still have to ‘press 1’ for English?
