Mayor’s notebook April 23rd

The ground breaking of the 280,000 square foot Crescent Crown Distributorship was well attended.  Crescent Crown will be employing up to 250 people.  Hopefully most of those jobs will be for Surprise residents.

Mayor at Kiwanis Club

Mayor Lyn Truitt will be the speaker for the Kiwanis Club of Surprise on January 22nd.  This will be the Kiwanis Club’s first evening meeting.  The Surprise Club will host a networking event from 5:00PM to 5:45PMThe formal meeting will start promptly at 5:45PM.

The Surprise Club new meeting place is located at the Park Place Condominiums Clubhouse., 14575 W. Mountain View Blvd. in Surprise.  For more information call Vera at 602-821-4675.

Mayor Lyn Truitt appointment

The composition of the Transportation PolicyCommittee (TPC), established by the RegionalCouncil on April 24, 2002, includes three

members selected from areas that need to be

represented to achieve geographic balance, with

the members selected from and by the under

represented geographic area and ratified by the

Regional Council. Interstate 17 is used as a

boundary in determining geographic balance.

Truitt: 1 win, 1 loss

1 win: Getting Miryam Gutier on board as a City Council aide on a six-month contract at $8,945 a month.    

1 loss: Getting shot down on awarding Marianne Archibald a six-month contract at $9,100 a month as a culture director.

Not a terrible record for Truitt after his very first meeting as mayor.

Now, what teeters on terrible is that Gutier and Archibald supported Truitt and were paid to work on his mayoral campaign. To be fair, newly elected officials always bring their political supporters on board. It happens.

However, Truitt could have been a little more sensitive in his approach, especially given the political climate in Surprise. Sure, it can’t be construed as lining his own pockets, but could it be viewed as lining his friends’?

If those jobs are going to be permanent staff positions, shouldn’t they go through the usual hiring process? If they remain as contracts, shouldn’t there be a bidding process?

And, the idea of giving a City Council aide so much authority — especially when it’s a handpicked position — also raises eyebrows. Truitt wanted Gutier to act as mayor in Truitt’s absence at events? Um, isn’t that the vice mayor’s gig?

Because it is his first meeting — I’ll go easy on him. But the honeymoon period doesn’t last forever.

Well, what do you know?

Bill Pupo, former Surprise city manager, just announced that he’s retiring from his post as town manager for Chino Valley at the end of January.

Here’s what the Daily Courier had to say:

     Chino Valley Town Manager Bill Pupo will retire from government service effective the end of January, the Daily Courier learned late Friday morning.
     Pupo, who has spent a total of 31 years in management positions, including stops in Spokane, Wash., and Surprise, Ariz., announced his decision to the CV Town Council in an executive session late Thursday night.

Now, that raises at least one eyebrow.

For some time, rumors have swirled about Pupo planning a surprise Surprise comeback. Oh, and that Lyn Truitt would be the one to help him. They’ve been floating around even before Truitt was elected mayor.

Could still be a rumor?

You factor in the fact that Surprise is actively searching for a city manager, and it lends some truth to the tales. Now, the Courier report did say that he was retiring from “government service.”

Does that mean all government service? Or just service in Chino Valley?

And it makes you wonder about the two-week city manager search that Surprise is about to embark on. I’m certainly with Republic reporter Erin Zlomek in wondering if this is a done deal.

If it is a done deal, why not just say it? I hope that this allegedly new City Council isn’t playing in the dark.

The Surprise City Council will have a special meeting Thursday to vote on and possibly create two part-time positions for the city, including chief of staff for the mayor and council and a cultural arts director.

“We want to streamline our city and council, so we can address the short and long term goals we want to accomplish,” Mayor Lyn Truitt said.

Truitt said the chief of staff to the council is similar to positions found in Peoria, Glendale and Goodyear.

“It’s not a new concept because a lot of councils have liaisons between them, the city staff and others on the outside,” he said. “This is going to be a very busy year for us and the chief of staff will be able to help answer any questions for us.”

Truitt said the city intends to appoint the chief of staff during the special meeting on a part-time basis for a six-month contract. He said he hopes to appoint Miryam Gutier, interim intergovernmental liaison for Surprise, who also worked on staff for Glendale Mayor Elaine Scruggs.

“She has a wealth of knowledge and that’s what we need right now,” he said.

If the position is approved and Gutier appointed, she’s expected to take post at the first regular council meeting Jan. 10.

In addition, Truitt said he wants to have a cultural director that would assist in such departments as economic development and the fine arts committee.

“They would be the creative catalyst that would help create a sense of image for the city of Surprise,” he said.

In 2008, Truitt said he has high hopes for Surprise and the council.

He was sworn into office two weeks ago, replacing retired former Mayor Joan Shafer.

“I’m looking forward to stabilizing the environment at city hall and building a team that wants to work together,” he said. “We want the residents to feel confident in us.”

The stability he’s referring about includes Surprise City Manager Jim Rumpeltes scolding the previous council at a public meeting.

“There has been a degree of tension and we want to be sure to resolve things and move on because it’s all about teamwork,” Truitt said.

He would like to see several items accomplished next year such as the acceleration of Bell Road improvements and the establishment of Agua Fria River crossings.

Truitt said he’s also interested in bringing a community college or university in the city.

“I would love for it to happen but I know it’s not going to be next year,” he said. “However, we’re going to be aggressive in taking the right steps toward that direction.”

Even though he has yet to preside over his first official meeting, Truitt said he has been busy since taking office.

“I just want to do what’s best for the city, so it’ll continue to grow even more than it has before,” he said.

1. What kind of city do you want Surprise to be in 2-5 years?

I see Surprise as a respected leader in the northwest valley–a place where people come to live to take advantage of the job opportunities and quality of life.

2. How can you improve relations on Surprise City Council?

I will draw on my past experience of working with a factious group of divergent individuals and leading them to become a cohesive team benefiting the people they were called to serve.

3. What makes you uniquely qualified to serve?

I have a broad-based understanding of quality of life issues, proven leadership skills and a forward-thinking vision for the City of Surprise.

4. What will you do to bring jobs to Surprise? I will work to create an environment where employers will want to relocate. I also believe in supporting the incubation of existing small businesses that have already made a commitment to our community.

5. What type of business does Surprise need most? Why?

I believe Surprise will benefit most by the addition of technology businesses, health care, higher education and research facilities. Every one of these will enhance our community’s quality of life and provide higher-paying jobs and career opportunities for our residents.

6. What transportation ideas do you have for the city?

To help change traffic patterns, we need to stop exporting our workers out of the city along Bell Road by creating jobs right here in Surprise. The addition of two more Agua Fria crossings and provision of alternative transportation options such as bus routes and commuter rail will assist in resolving some of our transportation issues. Bond to build out many of our roads and require developers to pay for it.

7. What is the greatest asset Surprise has that is currently underutilized?

We have a rich intellectual and experience resource right here in our senior population. These folks must be offered opportunities to reengage their active minds.

8. Joan Shafer has served as Mayor since 1995. How would you handle the city differently?

Joan is to be commended for the many good things she has accomplished for our city. But this is a New Day for Surprise and our city is a much different place than it was just a few years ago. Today, Surprise needs effective leaders who can think globally and make strategic decisions that will benefit residents now and for generations to come.

9. What ways can Surprise better create a sense of community?

The residents of Surprise need to be reengaged in the decision making process. Residents need to be heard in a respectful manner and kept informed on all issues affecting them and the city at large.

10. What is the smart way for Surprise to grow?

Surprise can grow smart by leveraging assets and minimizing costs for residents. Our assets include, first and foremost, our residents, our great communities and our potential to be a uniquely special place. Our costs are the taxes we pay. I believe development must pay for itself including: infrastructure, roads, schools and recreation and entertainment venues.
