This phase is one of five to improve the roadway from Grand Avenue west to the Beardsley Canal, just past Loop 303.

The six-mile project has an estimated total cost of $12.5 million. Phoenix-based Markham Contracting Company Inc. is doing the work

Engineering Director Bob Maki said the city is working closely with the contractor. “We meet every Thursday morning at 7 o’clock trying to anticipate any difficulties for the week.

On Saturday, contractors will lay the final layer of asphalt for the first phase of Bell Road reconstruction, putting the project four weeks ahead of schedule, Surprise officials report.

Westbound lanes between Grand Avenue and Litchfield Road will be closed until about noon. The westbound lanes from Litchfield Road to Parkview Place will likely be closed until Saturday evening. Westbound drivers will be rerouted but eastbound lanes will not be affected.

Maki said that the Saturday closures proposed by the contractor have speeded up reconstruction.XXXXX”We really appreciate the tolerance of the businesses along Bell Road here in agreeing with this disruption, knowing that better days are coming and they’re coming a lot faster than we had planned on,” Maki said. “We also appreciate the cooperation of the motorists.”Striping, the final step in the first phase, will occur just before Thanksgiving.

Construction began Sept. 10. Initially, the city estimated a mid-December completion. Maki attributed the quick progress to teamwork between the city and its contractor, good weather, and no unexpected problems.

With the first round nearing its end, future phases include:

• Westbound lanes from Parkview Place west to Loop 303, with an estimated July 2009 completion.

• Both sides of Bell from Loop 303 west to the Beardsley Canal, with an estimated July 2010 completion.

• Eastbound lanes from Loop 303 east to Parkview Place, with an estimated July 2011 completion.

• Eastbound lanes from Parkview Place east to Grand Avenue, with an estimated July 2012 completion.

The city anticipates the rebuilt road will last at least 20 years. These improvements, however, will not affect capacity on the city’s busiest road.

Improvement work will close section of Litchfield and Cactus Roads in

 Surprise

SURPRISE, AZ (October 23, 2007) A portion of Litchfield Road and Cactus Road will be closed in Surprise as contractors begin road improvement work starting next week. From October 29 – January 4, Litchfield Road will be closed from Cactus to Waddell, to make way for waterline installation, street improvements and signalization of Cactus and Litchfield.

Intersection improvements and the traffic light installation will also close Cactus Road from 141st Avenue to 500 feet east of the Litchfield/Cactus intersection. This closure will be in effect from November 5 – January 4.

The only entry and exit point for residents living in the Veramonte community will be at 143rd Avenue at Cactus Road. LARKSPUR DRIVE WILL BE CLOSED TO ALL TRAFFIC AT LITCHFIELD ROAD DURING THE ROAD IMPROVEMENT SCHEDULE.

The suggested north-south detour route in the area is Bullard Avenue via Peoria and Waddell Roads.

2004/2005 cost to repair Bell Rd

BELL ROAD SURFACE

Earlier this fiscal year a specialist in pavement preservation recommended application of a 5/8″ thick rubberized microsurface after any needed crack sealing and rut filling. This work requires closing only one lane at a time. Estimated cost for the nine miles from Avenue of the Arts to the Beardsly Canal is $1.8 million including cover adjustments, traffic control and pavement markings. The project is in PW 2004-2005 CIP but may be split into two years.

Because this was not done then, what is it going to cost us now?

Westside cities agree on I-10 funding





   PHOENIX (AP) — Goodyear, Avondale and Litchfield Park have agreed to a compromise that could speed up I-10 construction in an area gripped by gridlock.
   The cites got extra money Thursday from the Maricopa Association of Governments. The three cities now are promised $7 million of the $10 million they need for I-10 construction to start this year, instead of 2011. That’s $1 million more than MAG promised them last month.
   The extra cash could prevent delays in widening the freeway to five lanes in each direction between Loop 101 and Sarival Avenue.
   Commuters face daily gridlock on a portion of that two-lane stretch.
   Avondale Mayor Marie Lopez Rogers said the $7 million is “the best option we can hope for. We just need to get this done at this point.”
   The association vote Thursday was 24-1. Mayor Bob Barrett of Peoria was the sole dissenter, saying that giving less than the full $10 million was unfair.
   State lawmakers this year set aside $10 million to reimburse the cities. But MAG, which distributed the funds, decided the cities should pay some costs, too.

Remarks by Councilwoman Foro

At the city ground breaking held on June 18th Ms Foro said ( Bell Rd is not being neglected ).

 Of course not, she has spent millions on Bell Rd. in her district, while the rest of us suffer with the pot holes. Why did she  only have side walks builted along Sun Village, which happens to be in her district?

Budget Question

Council Meeting 5/24/07

 

I told the council that the millions of dollars in the Bell Rd. project that was not spent in the 2006/2007 budget does not appear in the carry over sheet for the 2007/2008 budget.

 

They could not respond, saying that the City Manager would get me the answer.

 

Mr. Vukanovich - 

I have provided the following information in response to your question posed at the May 24th City Council Meeting.

  “Where did the $6 million dollars go (referencing the Bell Road Project- FY07)?” The $895,000 shown on the document Carry

Forward Summary FY08 (attached) represents the amount necessary to complete contractually obligated work for







Bell Road

.  Any of the available FY07 budgeted dollars associated with the Bell Road Project item have since been moved to fund

balance and reallocated in the City’s Capital Improvements Plan, which occurred during this year’s budget process.
